Definition
A blocklist, often called a blacklist, is a real-time database of IPs and domains with a poor reputation. The most common types are the Real-time Blackhole List (RBL) and the DNS-based Blackhole List (DNSBL), which are used by providers to reject malicious mail. There's also new types of hash based blocklists that are used to block emails based on their content.
Removal process
You must first identify which list has listed you, as each blocklist operator maintains its own unique delisting process, some are also automated. After fixing the root cause, you must visit their website to request removal, a process that can vary significantly from one list to another. Causes
Listings occur for many reasons and are dependent on the blacklist operator. A high spam complaint rate can land you on a spam-focused list (SBL), sending from a compromised PC on an exploits list (XBL), using a residential IP on a policy list (PBL), or including bad links can get your domain listed (URIBL or DBL).
